Quantum Compliance System Announces Maritime Compliance
System Product
Ypsilanti, MI, April, 2009 - Quantum Compliance Systems, Inc.
Quantum, in partnership with DNA Maritime LLC, is pleased to announce the release of Maritime Compliance
System (MCS). This new product allows company and ship officers
to be certain their ships are in compliance with state and national laws, and
ISM and MARPOL regulations.
MCS ensures environmental regulatory compliance by combining
state-of-the-art knowledge and risk management techniques with easy-to-use
information technology. This means that ship officers, shore
supervisors, and company QSE staff can monitor their fleet's environmental
performance at the ship level: real-time, anytime, anywhere.
“Recent studies
have estimated that ocean-going ships produce at least 15% of the world’s NOx
(more than all of the world’s cars, busses and trucks combined), between 2%-3%
of greenhouse gases, and between 3%-7% of global SOx output . . . And because
some 70% of shipping traffic is concentrated along coastal shipping lanes
within 250 miles from land, in the US alone, 40 ports and an estimated 87
million people are in areas where emissions from ocean-going ships have
significantly contributed to levels of air pollution that violate air quality
standards for health and safety.” (D. Neef, April 2009, 18th
International Emissions Inventory Conference) Statistics like these are
focusing more attention on the maritime industry, and will result in more
environmental regulations on the local, federal, and international level.
Trying to track the necessary data and complete the multiple reports using
stand-alone solutions will become unmanageable. However, with today’s advanced
onboard systems, MCS can acquire all the necessary data so ship
officers, shore supervisors, and company QSE
staff can monitor, track,
and report on environmental performance in key areas such as:
|
Air
emissions
|
Ballast
water management
|
|
Sewage
|
Personnel issues
|
|
Bunker
and oil
|
Garbage
|
|
Bilge
and wastewater
|
Vessel
General Permit (VGP)
|
The MCS application tools allow for regulatory compliance
and reporting, in addition it offers all levels of business analysis of voyage
and company data. All of this data is available through MCS’ Dashboard, an
easy-to-understand interface providing ad hoc reporting, what if scenarios, and
real-time performance monitoring.

Green EcoSystems Group Announces Comprehensive
Eco Lifecycle Assessment Services
Colorado Sprong,CO, March 20, 2009 - Green EcoSystems Group (GESG)
Green EcoSystems Group (GESG) is please to announce the availability of its Eco Lifecycle
Assessment Services to help clients assess and improve on all aspects of product toxicity,
waste stream management, and energy utilization.
The European Union (EU) has implemented an ambitious lifecycle assessment program under the Energy Using Products (EuP) Directive to address the security of its energy supply, as well as product lifecycle cost and process efficiency issues. EuP introduces new supply chain data collection and reporting requirements that are far more challenging than RoHS, REACH, WEEE, or any other current legislation. Companies will be required to provide ecological profiles of their products, which will require information on material and energy inputs and outputs. Ecological profiles must include information specific to the environmental aspects for each stage of the Eco Lifecycle starting with the extraction of raw materials from the earth and/or the use of recycled materials, continuing through the processing, manufacturing, distribution, and use stages; ending with the disposal stage.
GESG's Eco Lifecycle Assessment services have been designed to allow any manufacturing company to respond to these EuP-specific life cycle assessment data collection and reporting requirements.
In the new green business climate, global manufacturing companies must continually assess and improve their products and processes to retain customers, gain competitive advantage, and comply with environmental legislation. The areas of Eco Lifecycle assessment, improvement, and innovation will become increasingly important for companies wishing to compete in global markets.
"Our Eco Lifecycle Assessment service offering provides a truly unique 'green systems' assessment, design, and management capability for our clients", said Jim Dills, Founder and Director of Green EcoSystems Group. It offers clients an immediate opportunity to assess where they stand in the new 'green economy'. "We believe the GESG's ability to offer this level pf environmentally conscious product and process analysis in tandem with our Green-ES software and solutions portfolio is unmatched by any other solution provider in today's Green Solutions market."
GESG offers comprehensive product toxicity, waste stream management, climate and energy analysis services in tandem with its Green-EcoSystems (Green-ES™) software and solutions portfolio. GESG helps companies to improve profitably through improved corporate brand equity, reduced life cycle toxicity costs, and increased energy utilization efficiencies.
Green EcoSystems Group (http://www.green-ecosystems.com) is a joint venture formed in 2008 by The GoodBye Chain Group and Quantum Compliance Systems, Inc. to help manufacturing companies assess and improve on all aspects of product toxicity, waste stream management, and energy utilization.

Quantum Compliance System's
Tier I and Tier II Support for Reporting Year 2009
Ypsilanti, MI, January, 2009 - Quantum
Compliance Systems,Inc.
On December 3, 2008 changes to EPCRA regulations become effective.
These changes impact the Tier I and Tier II report format and calculations.
Quantum is please to announce that FacTSÔ EH&S Information Management System
software supports these changes.
Tier I and II Forms
On the forms, facilities must now report their NAICS number rather than the SIC number.
FacTS Tier I and II reports have recently been modified to print the Primary NAICS number
stored in the Facility data entry record.
The chemical or common name of the chemical as provided on the Material Safety
Data Sheet must now be printed on the Tier II forms. FacTS already prints the primary
ingredient name of the CAS number in the PSDS record when the threshold is calculated
by chemical, and prints the primary trade name of the product when the threshold is
calculated by mixture.
EPA encourages facilities to contact their State to determine whether any additional
requirements or formats are required by the State.
Chemicals in Mixtures
The EPA has changed the rules regarding calculating inventory for chemicals in
mixtures:
· When determining whether the threshold quantity of an extremely hazardous substance
(EHS) has been met, facilities must include the total quantity of that EHS present in
the pure form as well as in any mixture, even if any mixture including the EHS is also
being reported as a hazardous chemical.
· For hazardous chemicals that are mixtures and do not contain any extremely
hazardous substance, facilities have an option when determining whether the
threshold quantity is present: (1) add together the quantity present in its pure form
and as a component in all mixtures (even if the mixture is also being reported as a
hazardous chemical), or (2) consider the total quantity of each mixture separately.
Since this rule change was originally proposed in 1998, Quantum had already
added logic to support both of these in the Regulatory Rollup feature of FacTS.

Manager or Terry Collins

Quantum Compliance System' FacTS EH&S Solution Supports
10 Digit CAS Numbers
Ypsilanti, MI, October 15, 2008 - Quantum
Compliance Systems,Inc. (Quantum) announces support for 10 digit CAS Numbers in
FacTS™.
To accommodate the continuing growth of chemical substances, CAS, a division of American Chemical Society,
announced in mid-January 2008 that it is now assigning 10-digit CAS Registry Number (CAS RN) identifiers
for newly registered substances. The 10th digit appears in the left-most position in the CAS RN. For example, a new CAS RN is seen in the following form:
xxxxxxx-xx-x
The database already can store the longer number. Quantum has changed data entry programs to zero
pad shorter values to 10 digits and modify the check sum validation routine to include the longer value.
For existing data, Quantum has created an update program to convert all 9 digit CAS numbers to 10 digit
CAS numbers (convert 000050-00-0 to 0000050-00-0). Depending on the size of a client's database, this program
may take more than a day to run. To retain data integrity, the program will convert all occurrences of a CAS number
at a time before moving on to the next CAS number. The program will also keep track of which CAS number it is
converting and can resume where it left off should it stop unexpectedly. This also allows a larger customer to have
multiple sessions of the program running at once to speed up the conversion process.
For Quantum customers receiving List of List updates from services such as
ChemAdvisor or CAS.org, the program updates will also handle importing either
9 or 10 digits CAS numbers.
We anticipate the program updates to be available for clients before the end
of October 2008. Clients will be contacted by their FacTS™ Project Manager to
coordinate sending the program updates and well as providing instructions on
running the conversion program. If you have any questions, please contact
your FacTS™ Project Manager.

Quantum Compliance Systems, SARA
Form R/A Support for Reporting Year 2006
Ypsilanti, MI. April, 2007 - Quantum
Compliance Systems, Inc.
Chemical List
The EPA’s 2006 TRI-Made Easy
(TRI-ME) is now available for
download on the EPA’s web site
(http://www.epa.gov/tri/report/software/index.htm).
Quantum has downloaded the software and reviewed the list of reportable
chemicals to last year’s list. There are no permanent changes to the
list;
however three chemicals currently on the list are under administrative
stay so
are not reportable for 2006. These chemicals can remain off the 2006
313 list
in FacTS. These chemicals are:
Methyl Mercaptan
CAS NO:
74-93-1
Hydrogen Sulfide
CAS NO:
7783-06-4
2,2-dibromo-3-nitrilopropionamide CAS NO: 10222-01-2
NAICS Codes
The EPA has switched from
using the Standard Industrial
Classification (SIC) codes to determine what facilities must complete
the SARA
313 reports, to using the North American Industry Classification
(NAICS) codes.
FacTS has been updated to enter the new NAICS code, but can still
store/display
the old SIC codes for archived records. FacTS customers with the Form R
modules
will be contacted by their FacTS project manager to coordinate delivery
of the
applicable upgrade.
Expanded Form A
In addition, the rules for
when a Form A can be used have
been expanded for 2006. The Form A is a simpler form with less detailed
information, which under certain conditions, can be submitted in lieu
of the
more detailed Form R. From 1995 through 2005, the rule to determine
when a Form
A could be used versus a Form R was:
Is the
amount manufactured, OR processed, OR otherwise used, less than or
equal to
1,000,000 pounds AND non-PBT AND is the reportable amount less than or
equal to
500 lbs/yr.
The new rule expands
eligibility for TRI reporters to use
Form A when:
Reporting
facilities are
allowed to use Form A for non-PBT (Persistent, Bioaccumulative, and
Toxic) chemicals, so long as releases or other disposal is not greater
than 2,000 pounds as part of the total waste management limit for the
chemical, which is not more than 5,000 pounds.
- Form A may be used for
certain chemicals of greater concern (i.e., persistent,
bioaccumulative, and toxic, or PBT, chemicals) when there are no
releases or other disposal and no more than 500 pounds of other waste
management (e.g., recycling or treatment).
- This rule makes Form A
available for use in reporting PBT chemicals under limited
circumstances for the first time in the program’s history.
- “Non-production related
waste,” i.e., waste from one time events such as facility cleanups or
extraordinary weather events must be counted when determining
eligibility to use Form A.
Since Form As were
introduced,
FacTS customers have required that they chose for themselves when to
report a
Form A or a Form R. Some have preferred to always submit Form Rs
because they
feel the greater level of detail better demonstrates their reduction of
313
chemicals. FacTS supports both forms but allows each customer to select
the
type on a chemical-by-chemical basis.

Quantum Compliance Systems, Daylight
Savings Time Modified Schedule
Ypsilanti, MI. January, 2007 - Quantum
Compliance
Systems, Inc.
The U.S. Energy Policy Act of 2005 modified the schedule for Daylight
Saving Time (DST). This schedule change will go into effect in March of
2007. Beginning in 2007,
DST for the U.S., Canada and Bermuda will be extended by four weeks,
starting three weeks earlier on the second Sunday in March (03/11/2007)
and ending one week later on the first Sunday in November (11/04/2007).
This notice is to inform Quantum’s customers, resellers and prospective
customers that the FacTSä Windows interface product is not
directly affected by this schedule change. FacTSä pulls the
date/time from the operating system of the server on which it
isinstalled. Provided the server’s operating system supports the new
DST schedule,FacTSä will use the correct date/time stamps.
The FacTSä web applications doesn’t have any hard coded dates but
the Java JDK/JRE used includes a formula for calculating the day light
savings date rather than pulling from the operating system. Our web
customers need to confirm the JDK/JRE version on the
server FacTSä is installed are:
· 5.0_7, or later
· 1.4.2_11 or later
· 1.3.1_18 or later

Quantum Compliance Systems, REACH
Support Plans Announcement
Ypsilanti, MI. November, 2006 - Quantum
Compliance
Systems, Inc.
Quantum has been researching the new European Commission’s
Registration, Evaluation, Authorization of Chemicals (REACH)
legislation and how FacTSä can support this initiative. Under
REACH, companies that manufacture or import more than one ton of a
chemical substance per year will be required to register it in a
central database. There are additional requirements for higher
quantities of a chemical substance. New and existing substances are
included, but existing substances will be phased in over 11 years with
priority given to the most hazardous chemicals first. The end results
will be a freely accessible database of chemicals with more safety
information than is presently available.
Immediate Support
FacTS customers with the List of List and Chemical Tracking, or Form R
modules, already have tools to identify products over one ton. With
Form R, they can narrow the quantity down to locations within the
European Union.
Future Support
Quantum will develop a REACH module that will have a toolkit for
completing the technical and chemical safety dossiers required to
register the substances based on quantity used/import, once more
specifics on the dossiers are made available. This module will also
contain tools to enter and query on restrictions for product
uses.

Quantum Compliance
Systems, New Federal
Manifest 2006 Support
Announcement
Ypsilanti, MI. July, 2006 - Quantum
Compliance
Systems, Inc.
We would like to announce the release of the
enhancements to the FacTSä Software Product to support the
Manifest 2006
report to meet the new EPA requirements. Change highlights include a
new harmonized manifest form that has been design
to be used by all states
The changes released by the EPA are:
-A new Manifest 2006 form and continuation sheet that must be used
starting September 5, 2006:
http://www.epa.gov/epaoswer/hazwaste/gener/manifest/forms.htm
-A detailed specification explaining the rules and procedures of the
new hazardous waste system:
http://www.epa.gov/fedrgstr/EPA-WASTE/2005/March/Day-04/f1966.htm
We recommend our clients review this document carefully to identify the
new requirements and rules that have been developed. An example of a
new
rule is the submission of a second manifest if a TSDRF rejects a
partial load, container residue shipment, full load or
container shipment after the transporter attempting delivery has left
the facility's premises.

NEW FacTS MODULES
Scheduler
The Scheduler is used to automatically schedule the generation of
reports at a particular date and time, using pre-specified selection
criteria. This feature is useful for users that need to run the same
report on a daily, weekly, monthly, or yearly basis.
The Quantum Scheduler can be run as a Service and starts running when
the system boots. Further, a user does not have sign on to the system
for the Scheduler to continue running.
Visual Information Portal (VIP)
FacTSTM VIP provides all levels of users with Internet access to
reports scheduled and run via the Scheduler module. Using the same
security as the FacTSTM product, VIP controls access based on the type
of user.
New Report Options
The majority of reports and data entry listings in Version 9 print
using Adobe PDF. PDF handles all the formatting so you don't have to
change the orientation or font size before being able to print. You
also have the option of exporting the reports and listings to Microsoft
Excel or text format for additional sorting and manipulation.
MAJOR FacTS ENHANCEMENTS
Barcode Technology and Labels
FacTSTM has been enhanced and now has a fully integrated interface to
barcode technology. The barcode reader, for example Personal Digital
Assistant (PDA), allows the user to scan the barcode, update
information as necessary, and transmits data to the database through
Data Builder. Custom reports have been created to print the label and
corresponding barcode. Labels can be used for inventory container
tracking, laboratory container tracking, and waste drum shipment
tracking.
Security Enhancements
FacTSTM provides all necessary security measures including LDAP
security, user password authentication and password security options.
The following password security options have been established and can
be used as determined by local security standards:
1. minimum password length [up to 15 characters],
2. non-alpha character and alpha character criteria,
3. expiration period [in days],
4. reusing of passwords (check last n passwords),
5. password changes within the first n days of existence.

a web browser can be given access. FacTSTM Security controls access to
