Group, an independent, international consulting and research
organization.
DHI offers their clients a wide range of consulting services, leading

Form R/A Support for Reporting Year 2006

Chemical List
The EPA’s 2006 TRI-Made Easy
(TRI-ME) is now available for
download on the EPA’s web site
(http://www.epa.gov/tri/report/software/index.htm).
Quantum has downloaded the software and reviewed the list of reportable
chemicals to last year’s list. There are no permanent changes to the
list;
however three chemicals currently on the list are under administrative
stay so
are not reportable for 2006. These chemicals can remain off the 2006
313 list
in FacTS™. These chemicals are:

74-93-1
Hydrogen Sulfide
CAS NO:
7783-06-4
2,2-dibromo-3-nitrilopropionamide CAS NO: 10222-01-2
NAICS Codes
The EPA has switched from
using the Standard Industrial
Classification (SIC) codes to determine what facilities must complete
the SARA
313 reports, to using the North American Industry Classification
(NAICS) codes. FacTS™ has been updated to enter the new NAICS code, but
can still
store/display
the old SIC codes for archived records. FacTS™ customers with the Form
R
modules
will be contacted by their FacTS™ project manager to coordinate
delivery
of the
applicable upgrade.
Expanded Form A
In addition, the rules for
when a Form A can be used have
been expanded for 2006. The Form A is a simpler form with less detailed
information, which under certain conditions, can be submitted in lieu
of the
more detailed Form R. From 1995 through 2005, the rule to determine
when a Form
A could be used versus a Form R was:
Is the
amount manufactured, OR processed, OR otherwise used, less than or
equal to
1,000,000 pounds AND non-PBT AND is the reportable amount less than or
equal to
500 lbs/yr.
The new rule expands
eligibility for TRI reporters to use
Form A when:
Reporting
facilities are
allowed to use Form A for non-PBT (Persistent, Bioaccumulative, and
Toxic) chemicals, so long as releases or other disposal is not greater
than 2,000 pounds as part of the total waste management limit for the
chemical, which is not more than 5,000 pounds.
- Form A may be used for
certain chemicals of greater concern (i.e., persistent,
bioaccumulative, and toxic, or PBT, chemicals) when there are no
releases or other disposal and no more than 500 pounds of other waste
management (e.g., recycling or treatment).
- This rule makes Form A
available for use in reporting PBT chemicals under limited
circumstances for the first time in the program’s history.
- “Non-production related
waste,” i.e., waste from one time events such as facility cleanups or
extraordinary weather events must be counted when determining
eligibility to use Form A.
Since Form As were
introduced, FacTS™ customers have required
that they chose for themselves when to
report a
Form A or a Form R. Some have preferred to always submit Form Rs
because they
feel the greater level of detail better demonstrates their reduction of

chemicals. FacTS™ supports both forms but
allows each customer to select
the
type on a chemical-by-chemical basis.

Quantum Compliance Systems, Daylight
Savings Time Modified Schedule

Compliance
Systems, Inc.
The U.S. Energy Policy Act of 2005 modified the schedule for Daylight
Saving Time (DST). This schedule change will go into effect in March of
2007. Beginning in 2007, DST for the U.S., Canada and Bermuda will be
extended by four weeks,
starting three weeks earlier on the second Sunday in March (03/11/2007)
and ending one week later on the first Sunday in November (11/04/2007).
This notice is to inform Quantum’s customers, resellers and prospective
customers that the FacTS™ Windows interface product is not
directly affected by this schedule change. FacTS™ pulls the
date/time from the operating system of the server on which it
isinstalled. Provided the server’s operating system supports the new
DST schedule,FacTS™ will use the correct date/time stamps.
The FacTS™ web applications doesn’t have any hard coded dates but
the Java JDK/JRE used includes a formula for calculating the day light
savings date rather than pulling from the operating system. Our web
customers need to confirm the JDK/JRE version on the server FacTS™ is
installed are:
· 5.0_7, or later
· 1.4.2_11 or later
· 1.3.1_18 or later

Support Plans Announcement

Quantum has been researching the new European Commission’s
Registration, Evaluation, Authorization of Chemicals (REACH)
legislation and how FacTS™ can support this initiative. Under
REACH, companies that manufacture or import more than one ton of a
chemical substance per year will be required to register it in a
central database. There are additional requirements for higher
quantities of a chemical substance. New and existing substances are
included, but existing substances will be phased in over 11 years with
priority given to the most hazardous chemicals first. The end results
will be a freely accessible database of chemicals with more safety
information than is presently available.
Immediate Support
FacTS™ customers with the List of List and Chemical Tracking, or Form R
modules, already have tools to identify products over one ton. With
Form R, they can narrow the quantity down to locations within the
European Union.
Future Support
Quantum will develop a REACH module that will have a toolkit for
completing the technical and chemical safety dossiers required to
register the substances based on quantity used/import, once more
specifics on the dossiers are made available. This module will also
contain tools to enter and query on restrictions for product
uses.

Manifest 2006 Support

We would like to announce the release of the
enhancements to the FacTS™ Software Product to support the
Manifest 2006
report to meet the new EPA requirements. Change highlights include a
new harmonized manifest form that has been design
to be used by all states

We recommend our clients review this document carefully to identify the
new requirements and rules that have been developed. An example of a
new
rule is the submission of a second manifest if a TSDRF rejects a
partial load, container residue shipment, full load or
container shipment after the transporter attempting delivery has left
the facility's premises.

The Quantum Scheduler can be run as a Service and starts running when
the system boots. Further, a user does not have sign on to the system
for the Scheduler to continue running.
Visual Information Portal (VIP)
FacTS™ VIP provides all levels of users with Internet access to
reports scheduled and run via the Scheduler module. Using the same
security as the FacTS™ product, VIP controls access based on the type
of user.
New Report Options
The majority of reports and data entry listings in Version 9 print
using Adobe PDF. PDF handles all the formatting so you don't have to
change the orientation or font size before being able to print. You
also have the option of exporting the reports and listings to Microsoft
Excel or text format for additional sorting and manipulation.
MAJOR FacTS™ ENHANCEMENTS
Barcode Technology and Labels
FacTS™ has been enhanced and now has a fully integrated interface to
barcode technology. The barcode reader, for example Personal Digital
Assistant (PDA), allows the user to scan the barcode, update
information as necessary, and transmits data to the database through
Data Builder. Custom reports have been created to print the label and
corresponding barcode. Labels can be used for inventory container
tracking, laboratory container tracking, and waste drum shipment
tracking.
Security Enhancements
FacTS™ provides all necessary security measures including LDAP
security, user password authentication and password security options.
The following password security options have been established and can
be used as determined by local security standards:
1. minimum password length [up to 15 characters],
2. non-alpha character and alpha character criteria,
3. expiration period [in days],
4. reusing of passwords (check last n passwords),
5. password changes within the first n days of existence.

Upcoming FacTS™ Modules/Features
In the next 24 months, Quantum Compliance Systems,
Inc. will be developing or rolling out the following new FacTS™
features
and modules.
New Federal Uniform Manifest:
This functionality is being developed to meet the new EPA requirements
that go into effect in September 2006. Major changes include a new
harmonized manifest form that has been design to be used by all states,
the addition of an international shipments section, and the extension
of the manifest discrepancy section.
International Features:
In addition, Quantum is investigating recent changes in international
standards to determine how best to implement them into FacTS™ to meet
the growing international customer base.
· REACH - Registration, Evaluation, and Authorization of
Chemicals is a regulation past November 17, 2005 by the European
Parliament for chemical regulation to protect the health of Europeans.
· GHS - Global Harmonization is a United Nations initiative to
standardize product labels across countries, so everyone can understood
the labels regardless of where the product goes in the world.
Risk Control module:
The Risk Control module provides users with the ability to create and
maintain hazard logs; perform risk assessments and rankings; define
controls and risk matrices; define one time or periodic inspection,
SOP, and corrective action plan activities; analyze the effectiveness
of control and response measures; and perform incident cause analysis.
This module is designed to interface with the Standard Operating
Procedures, Inspection and Incident modules.
JAVA Application Programming Interface (API):
Quantum offers a JAVA interface to its flagship product, through its
introduction of the FacTS™ JAVA API. This technology uses the
browser-based nature of the Java programs that allows for easy
enterprise-wide rollout. There is no PC-based installation; anyone with
a web browser can be given access. FacTS™Security controls access to
the system, as well as user specific settings such as menus and
language preference. Health and Safety features in FacTS™ were the
first to be rolled out in this web interface. Customer input will
determine the next areas to be deployed using JAVA API.
