announces an update to FacTS™ Waste Management/Tracking feature to support changes in the
Biennial Report.
The Environmental Protection Agency's 2009 Hazardous Waste Report Instructions document a new field
called the Waste Minimization Code for the Waste Generation and Management (GM) form.
This code will be used to categorize the waste minimization, recycling, or pollution prevention
efforts a company implements for each waste stream to reduce the volume and toxicity of the hazardous waste.
The FacTS update adds the field to the waste stream data entry screen,
and pulls it for the Biennial GM form. The EPA has also added a new Source Code,
which is included in the update.
This update expands FacTS' Environmental Reporting Suite' Waste Management/Tracking
capabilities for comprehensive cradle-to-grave waste monitoring capabilities. It tracks

Quantum Compliance System's Tier I and Tier II Support for Reporting Year 2009Ypsilanti, MI, January, 2009 - Quantum Compliance Systems,Inc.
On December 3, 2008 changes to EPCRA regulations become effective. These changes impact the Tier I and Tier II report format and calculations. Quantum is please to announce that FacTS™ EH&S Information Management System software supports these changes.
Tier I and II Forms
On the forms, facilities must now report their NAICS number rather than the SIC number. FacTS™ Tier I and II reports have recently been modified to print the Primary NAICS number stored in the Facility data entry record.
The chemical or common name of the chemical as provided on the Material Safety Data Sheet must now be printed on the Tier II forms.FacTS™ already prints the primary ingredient name of the CAS number in the PSDS record when the threshold is calculated by chemical, and prints the primary trade name of the product when the threshold is calculated by mixture.
EPA encourages facilities to contact their State to determine whether any additional requirements or formats are required by the State.
Chemicals in Mixtures
The EPA has changed the rules regarding calculating inventory for chemicals in mixtures:
· When determining whether the threshold quantity of an extremely hazardous substance (EHS) has been met, facilities must include the total quantity of that EHS present in the pure form as well as in any mixture, even if any mixture including the EHS is also being reported as a hazardous chemical.
· For hazardous chemicals that are mixtures and do not contain any extremely hazardous substance, facilities have an option when determining whether the threshold quantity is present: (1) add together the quantity present in its pure form and as a component in all mixtures (even if the mixture is also being reported as a hazardous chemical), or (2) consider the total quantity of each mixture separately.
Since this rule change was originally proposed in 1998, Quantum had already added logic to support both of these in the Regulatory Rollup feature of FacTS™.

(Quantum) announces support for 10 digit CAS Numbers in
FacTS™.
To accommodate the continuing growth of chemical substances, CAS, a division of American Chemical Society,
announced in mid-January 2008 that it is now assigning 10-digit CAS Registry Number (CAS RN) identifiers
for newly registered substances. The 10th digit appears in the left-most position in the CAS RN. For example, a new CAS RN is seen in the following form:

The database already can store the longer number. Quantum has changed data entry programs to zero
pad shorter values to 10 digits and modify the check sum validation routine to include the longer value.
For existing data, Quantum has created an update program to convert all 9 digit CAS numbers to 10 digit
CAS numbers (convert 000050-00-0 to 0000050-00-0). Depending on the size of a client's database,this program
may take more than a day to run. To retain data integrity, the program will convert all occurrences of a CAS number
at a time before moving on to the next CAS number. The program will also keep track of which CAS number it is
converting and can resume where it left off should it stop unexpectedly. This also allows a larger customer to have
multiple sessions of the program running at once to speed up the conversion process.
For Quantum customers receiving List of List updates from services such as
ChemAdvisor or CAS.org, the program updates will also handle importing either
9 or 10 digits CAS numbers.
We anticipate the program updates to be available for clients before the end
of October 2008. Clients will be contacted by their FacTS™ Project Manager to
coordinate sending the program updates and well as providing instructions on

Quantum Compliance Systems announces the release of an integrated Dashboard tool for FacTS™, their Environmental Health & Safety Information Management System software package. The Dashboard will allow customers to create reports, graphs, etc. to track Key Performance Indicators (KPI) by directly reading data stored in FacTS™.
Quantum has partnered with Yellowfin International to use their proven technology to provide this new tool to current and new clients. The Dashboard communicates complex information quickly; translating corporate data into a rich, graphical presentation using gauges, maps, charts, and other graphics to show multiple results together. This dynamic dashboard still lets you drills down to other reports and the data for more detail about the information displayed on the Dashboard. Each customer can personalize the Dashboard based on their needs, corporate roles and security level, thereby allowing for varying levels of data access and report authoring authority.

The EPA’s 2006 TRI-Made Easy (TRI-ME) is now available for download on the EPA’s web site (http://www.epa.gov/tri/report/software/index.htm). Quantum has downloaded the software and reviewed the list of reportable chemicals to last year’s list. There are no permanent changes to the list; however three chemicals currently on the list are under administrative stay so are not reportable for 2006. These chemicals can remain off the 2006 313 list in FacTS™. These chemicals are:
Methyl Mercaptan CAS NO: 74-93-1
Hydrogen Sulfide CAS NO: 7783-06-4
2,2-dibromo-3-nitrilopropionamide CAS NO: 10222-01-2
The EPA has switched from using the Standard Industrial Classification (SIC) codes to determine what facilities must complete the SARA 313 reports, to using the North American Industry Classification (NAICS) codes. FacTS™ has been updated to enter the new NAICS code, but can still store/display the old SIC codes for archived records. FacTS™ customers with the Form R modules will be contacted by their FacTS™ project manager to coordinate delivery of the applicable upgrade.
In addition, the rules for when a Form A can be used have been expanded for 2006. The Form A is a simpler form with less detailed information, which under certain conditions, can be submitted in lieu of the more detailed Form R. From 1995 through 2005, the rule to determine when a Form A could be used versus a Form R was:
Is the amount manufactured, OR processed, OR otherwise used, less than or equal to 1,000,000 pounds AND non-PBT AND is the reportable amount less than or equal to 500 lbs/yr.
The new rule expands
eligibility for TRI reporters to use Form A when:

facilities are allowed to use Form A for non-PBT (Persistent, Bioaccumulative, and
Toxic) chemicals, so long as releases or other disposal is not greater
than 2,000 pounds as part of the total waste management limit for the
chemical, which is not more than 5,000 pounds.
Since Form As were introduced, FacTS™ customers have required that they chose for themselves when to report a Form A or a Form R. Some have preferred to always submit Form Rs because they feel the greater level of detail better demonstrates their reduction of 313 chemicals. FacTS™ supports both forms but allows each customer to select the type on a chemical-by-chemical basis.

The U.S. Energy Policy Act of 2005 modified the schedule for Daylight
Saving Time (DST). This schedule change will go into effect in March of
2007. Beginning in 2007,DST for the U.S., Canada and Bermuda will be extended by four weeks,
starting three weeks earlier on the second Sunday in March (03/11/2007)
and ending one week later on the first Sunday in November (11/04/2007).
This notice is to inform Quantum’s customers, resellers and prospective
customers that the FacTS™ Windows interface product is not
directly affected by this schedule change. FacTS™ pulls the
date/time from the operating system of the server on which it
isinstalled. Provided the server’s operating system supports the new
DST schedule, FacTS™ will use the correct date/time stamps.
The FacTS™ web applications doesn’t have any hard coded dates but
the Java JDK/JRE used includes a formula for calculating the day light
savings date rather than pulling from the operating system. Our web
customers need to confirm the JDK/JRE version on the server FacTS™ is installed are:

· 1.4.2_11 or later
· 1.3.1_18 or later
