Support Plans Announcement

Compliance Systems, Inc.
Quantum has been researching the new European Commission’s
Registration, Evaluation, Authorization of Chemicals (REACH)
legislation and how FacTS™ can support this initiative. Under
REACH, companies that manufacture or import more than one ton of a
chemical substance per year will be required to register it in a
central database. There are additional requirements for higher
quantities of a chemical substance. New and existing substances are
included, but existing substances will be phased in over 11 years with
priority given to the most hazardous chemicals first. The end results
will be a freely accessible database of chemicals with more safety
information than is presently available.
Immediate Support
FacTS™ customers with the List of List and Chemical Tracking, or Form R
modules, already have tools to identify products over one ton. With
Form R, they can narrow the quantity down to locations within the
European Union.
Future Support
Quantum will develop a REACH module that will have a toolkit for
completing the technical and chemical safety dossiers required to
register the substances based on quantity used/import, once more
specifics on the dossiers are made available. This module will also
contain tools to enter and query on restrictions for product
uses.

We would like to announce the release of the
enhancements to the FacTS™ Software Product to support the
Manifest 2006 report to meet the new EPA requirements. Change highlights include a
new harmonized manifest form that has been design
to be used by all states

We recommend our clients review this document carefully to identify the
new requirements and rules that have been developed. An example of a
new
rule is the submission of a second manifest if a TSDRF rejects a
partial load, container residue shipment, full load or
container shipment after the transporter attempting delivery has left
the facility's premises.

Quantum is working with our customers to define
how to update FacTS™ , our EH&S Information Management Systems, to
support Global Harmonization System (GHS) and meet customer's workflow
requirements. GHS is a United Nations initiative to standardize product
labels across countries, so everyone can understand the labels
regardless of where the product goes in the world.
Quantum expects to have software updates ready to
deliver to customers the beginning of the fourth quarter 2006. This
gives them time to implement the new features and incorporate any
process changes for the January 2007 GHS support deadline.

New FacTS™ Modules
Scheduler
The Scheduler is used to automatically schedule the generation of
reports at a particular date and time, using pre-specified selection
criteria. This feature is useful for users that need to run the same
report on a daily, weekly, monthly, or yearly basis.
The Quantum Scheduler can be run as a Service and starts running when
the system boots. Further, a user does not have sign on to the system
for the Scheduler to continue running.
Visual Information Portal (VIP)
FacTS™ VIP provides all levels of users with Internet access to
reports scheduled and run via the Scheduler module. Using the same
security as the FacTS™ product, VIP controls access based on the type
of user.
New Report Options
The majority of reports and data entry listings in Version 9 print
using Adobe PDF. PDF handles all the formatting so you don't have to
change the orientation or font size before being able to print. You
also have the option of exporting the reports and listings to Microsoft
Excel or text format for additional sorting and manipulation.
MAJOR FacTS™ ENHANCEMENTS
Barcode Technology and Labels
FacTS™ has been enhanced and now has a fully integrated interface to
barcode technology. The barcode reader, for example Personal Digital
Assistant (PDA), allows the user to scan the barcode, update
information as necessary, and transmits data to the database through
Data Builder. Custom reports have been created to print the label and
corresponding barcode. Labels can be used for inventory container
tracking, laboratory container tracking, and waste drum shipment
tracking.
Security Enhancements
FacTS™ provides all necessary security measures including LDAP
security, user password authentication and password security options.
The following password security options have been established and can
be used as determined by local security standards:
1. minimum password length [up to 15 characters],
2. non-alpha character and alpha character criteria,
3. expiration period [in days],
4. reusing of passwords (check last n passwords),
5. password changes within the first n days of existence.

Upcoming FacTS™ Modules/Features
In the next 24 months, Quantum Compliance Systems,
Inc. will be developing or rolling out the following new FacTS™ features
and modules.
New Federal Uniform Manifest:
This functionality is being developed to meet the new EPA requirements
that go into effect in September 2006. Major changes include a new
harmonized manifest form that has been design to be used by all states,
the addition of an international shipments section, and the extension
of the manifest discrepancy section.
International Features:
In addition, Quantum is investigating recent changes in international
standards to determine how best to implement them into FacTS™ to meet
the growing international customer base.

REACH - Registration, Evaluation, and Authorization of
Chemicals is a regulation past November 17, 2005 by the European
Parliament for chemical regulation to protect the health of Europeans.

GHS - Global Harmonization is a United Nations initiative to
standardize product labels across countries, so everyone can understood
the labels regardless of where the product goes in the world.
Risk Control module:
The Risk Control module provides users with the ability to create and
maintain hazard logs; perform risk assessments and rankings; define
controls and risk matrices; define one time or periodic inspection,
SOP, and corrective action plan activities; analyze the effectiveness
of control and response measures; and perform incident cause analysis.
This module is designed to interface with the Standard Operating
Procedures, Inspection and Incident modules.
JAVA Application Programming Interface (API):
Quantum offers a JAVA interface to its flagship product, through its
introduction of the FacTS™ JAVA API. This technology uses the browser-based nature of the
Java programs that allows for easy enterprise-wide rollout. There is no PC-based installation; anyone with
a web browser can be given access. FacTS™ Security controls access to
the system, as well as user specific settings such as menus and
language preference. Health and Safety features in FacTS™ were the
first to be rolled out in this web interface. Customer input will
determine the next areas to be deployed using JAVA API.

FacTS™ EHS University Package

Systems developers of the FacTS™
Environment Health and Safety Enterprise Information Management System,
is pleased to offer a new package that includes the essential modules
to meet universities EH&S departments needs: the FacTS™ University
Package (FacTS™ UP).
Quantum has identified the need for an EH&S
package solution to address universities needs in the areas of Training, Chemical Hazard,
Industrial Hygiene, Inspection and Permit Tracking. Quantum's
experience has shown that Universities currently face the challenge of
ensuring the protection of the university population; addressing
regulatory compliance mandates regulations and internal and external
safety procedures. With web forms, excel spreadsheet, MS access
database. These ‘in-house’ systems are commonly used to meet the
universities EH&S needs and are independent from each other and
thus do not allow easily data sharing or comparison between the

development: A Java Thin-Client Application

Systems, Inc.
Quantum Compliance Systems developers of the
FacTS™, Environmental & Health and Safety Enterprise Information
Management System, would like to announce the release of Java
Thin-Client Applications developed using their new FacTS™ Java
Application Programming Interface (API). The purpose of this FacTS™ Java
API is to expose the existing FacTS™ business logic and database to the
Java platform. This allows Quantum to leverage Servlet technology to
dynamically generate programs as HTML web pages. In addition, the API
manages a number of service tasks (logging, connection pooling, etc.)
needed to make the API a robust and reliable solution.
These new tools are being used to develop browser
based, "workflow centric" data entry and utility programs that will
complement the existing Windows GUI product. The browser-based nature
of the Java programs will allow for easy enterprise wide rollout. As
there is no PC based installation, anyone in your organization with a
web browser can be given access. FacTS™ security controls access to the
system, as well as user specific settings such as menus and language
preference.
Casual users will require less training to use the
web-based interface. Data entry and data retrieval tasks, can be
created through a link on an internal web page, the information will be
entered in the same web-browser that the user interacts with on a daily
basis. Users will have the ability to enhance the user interface to
meet their work and process flow. The HTML is generated using Unicode
(UTF-8 code page), which allows data to be entered and displayed in any
language. There is not a necessity for multiple FacTS™ programs in
different languages, expensive add-ons, or translators. This equals
less time and money wasted.
The data is stored in the central FacTS™ database,
and uses the same data validation and business logic as the existing
GUI product. Therefore all existing reports and listings in the FacTS™
product can be used against data entered through the Java front-end.
FacTS™ Java API has been designed as an extremely
efficient system that the client will never have to worry about.
Unsurpassed reliability, a straightforward and friendly user interface,
customization, and cross-platform use can all be had in one slender
program.
The FacTS™ Enterprise Information Management Tool
has been implemented in such diverse industries as, Auto, Aero Space,
Chemical, Waste Management and Oil and Gas, the ability to delivery the
FacTS™ functionality in a Java Thin-Client application will allow for a
wider range of customers both as to industry type and size. Quantum
will deliver to a Fortune 100 company, in third quarter; it's FacTS™
Java Thin-Client application.

Open Letter regarding the EPA new rule proposal CFR.40 or CROMERRR.
Industry Groups say lead reporting rule unfair, want more
time for compliance.
Ypsilanti, MI. March, 15, 2002 - Quantum Compliance Systems, Inc.
To our clients and partners:
This is an open letter to our customers and partners, as well
as the manufacturing industry at large. In August of 2001, The EPA
published in the Federal Register guidelines regarding electronic
record keeping for Environmental Management Information System.
The proposed Ruling known as CROMERRR would have a dramatic and
detrimental affect on any company who maintains electronic records.
If promulgated as proposed, CROMERRR will impede industries' efforts
in providing accessible, reliable and accurate environmental information
to management.
Since the EPA has described compliance to the guidelines as "voluntary",
there appears to be very little awareness of full impact of this proposed
Rule in the EMIS reporting community. After careful review of the
proposed regulations, it is our determination that for any company who
stores or processes any environmental records electronically, it is anything
but voluntary. Quantum Compliance Systems Inc., along with other large and
small corporations have submitted comments and recommendation for the
withdrawal of these rules.
We have attached our comments for your review: Response
Letter. The comments of other companies can be viewed at
www.epa.gov/cdx/cromerrr/propose/index.html
along with the full text of the EPA proposed rulemaking.
Although it is our belief that the EPA will modify the CROMERRR
proposal in the next 30 to 60 days based on comments received, we felt
it was imperative to make our customers, partners and manufacturing
industries aware of the potential affect CROMERRR may have not only on
EH&S record keeping and but also business practices in general.
It is our intention to keep you posted to any future updates
to this Rules and to that end you may be asked for help by making
your opinions known.

Industry Groups say "lead reporting rule unfair", want more time for compliance.
The National Association of Manufacturers is joining with a lengthy list of other
manufacturing associations to try to persuade EPA to delay implementing its new lead
reporting requirement by one year:www.ipc.org/html/tri.htm.
Published under the Toxics Release Inventory Program, the new rule lowered the reporting level for lead and
lead compounds from 25,000 pounds per year for facilities that manufacture lead and 10,000
pounds per year for facilities that use lead in their manufacturing process, to just 100 pounds
per year for all facilities. The groups are arguing that the July 1, 2002 due date for 2001 data
is unfair, because EPA didn't make a decision about the rule until April of
2001--four months into the 2001 reporting period.

General Motors to provide EH&S Data Management capability
Ypsilanti, MI. December, 18, 2001 - Quantum Compliance Systems,
Inc. announced that it's FacTS™ software has been again selected
by General Motors Corporation to continue to provide a centralized EH&S
Data Management capability for the Worldwide Facilities Group, Environmental Services. The
Worldwide Facilities Group (WFG) is implementing new procedures and business processes to improve the productivity, efficiency, and quality of its
Environmental Management System and evolve it in a direction that addresses the regulatory
climate and economic conditions currently faced by the corporation and its suppliers. Important
components of this activity are common approaches to data collection and management,
and regulatory and ad hoc reporting.
This system approach is designed to ultimately provide the data management
capabilities worldwide to help GM commonize systems and streamline activities,
with a goal of achieving world-class environmental performance. As a result of the work performed under this
contract, the overall effort and cost in these areas have been significantly reduced. Quantum
has delivered world-class information systems and services based on a foundation and knowledge
of environmental requirements and environmental business management.
The contract covers the next five years and is a continuation of the present
four-year contract that ran through 2001. The scope of the contract includes all of
GM's North American Operations.
GM is a global organization with nearly 386,000 employees conducting automotive and
other manufacturing operations in 30 countries in the Americas, Europe, and Asia.
GM has established internal objectives for resource conservation / pollution prevention program
development and environmental performance metrics. A primary objective is to provide GM with the appropriate
data to identify changes in the process that will yield a positive environmental and/or
economic benefit. The data required for regulatory reporting are a subset of the
data required by GM to truly manage all of the manufacturing process byproducts.
