development: A Java Thin-Client Application

Systems, Inc.
Quantum Compliance Systems developers of the
FacTS, Environmental & Health and Safety Enterprise Information
Management System, would like to announce the release of Java
Thin-Client Applications developed using their new FacTS Java
Application Programming Interface (API). The purpose of this FacTS Java
API is to expose the existing FacTS business logic and database to the
Java platform. This allows Quantum to leverage Servlet technology to
dynamically generate programs as HTML web pages. In addition, the API
manages a number of service tasks (logging, connection pooling, etc.)
needed to make the API a robust and reliable solution.
These new tools are being used to develop browser
based, "workflow centric" data entry and utility programs that will
complement the existing Windows GUI product. The browser-based nature
of the Java programs will allow for easy enterprise wide rollout. As
there is no PC based installation, anyone in your organization with a
web browser can be given access. FacTS security controls access to the
system, as well as user specific settings such as menus and language
preference.
Casual users will require less training to use the
web-based interface. Data entry and data retrieval tasks, can be
created through a link on an internal web page, the information will be
entered in the same web-browser that the user interacts with on a daily
basis. Users will have the ability to enhance the user interface to
meet their work and process flow. The HTML is generated using Unicode
(UTF-8 code page), which allows data to be entered and displayed in any
language. There is not a necessity for multiple FacTS programs in
different languages, expensive add-ons, or translators. This equals
less time and money wasted.
The data is stored in the central FacTS database,
and uses the same data validation and business logic as the existing
GUI product. Therefore all existing reports and listings in the FacTS
product can be used against data entered through the Java front-end.
FacTS Java API has been designed as an extremely
efficient system that the client will never have to worry about.
Unsurpassed reliability, a straightforward and friendly user interface,
customization, and cross-platform use can all be had in one slender
program.
The FacTS Enterprise Information Management Tool
has been implemented in such diverse industries as, Auto, Aero Space,
Chemical, Waste Management and Oil and Gas, the ability to delivery the
FacTS functionality in a Java Thin-Client application will allow for a
wider range of customers both as to industry type and size. Quantum
will deliver to a Fortune 100 company, in third quarter; it's FacTS
Java Thin-Client application.

Open Letter regarding the EPA new rule proposal CFR.40 or CROMERRR.
Industry Groups say lead reporting rule unfair, want more
time for compliance.
Ypsilanti, MI. March, 15, 2002 - Quantum Compliance Systems, Inc.
To our clients and partners:
This is an open letter to our customers and partners, as well
as the manufacturing industry at large. In August of 2001, The EPA
published in the Federal Register guidelines regarding electronic
record keeping for Environmental Management Information System.
The proposed Ruling known as CROMERRR would have a dramatic and
detrimental affect on any company who maintains electronic records.
If promulgated as proposed, CROMERRR will impede industries' efforts
in providing accessible, reliable and accurate environmental information
to management.
Since the EPA has described compliance to the guidelines as "voluntary",
there appears to be very little awareness of full impact of this proposed
Rule in the EMIS reporting community. After careful review of the
proposed regulations, it is our determination that for any company who
stores or processes any environmental records electronically, it is anything
but voluntary. Quantum Compliance Systems Inc., along with other large and
small corporations have submitted comments and recommendation for the
withdrawal of these rules.
We have attached our comments for your review: Response
Letter. The comments of other companies can be viewed at
www.epa.gov/cdx/cromerrr/propose/index.html
along with the full text of the EPA proposed rulemaking.
Although it is our belief that the EPA will modify the CROMERRR
proposal in the next 30 to 60 days based on comments received, we felt
it was imperative to make our customers, partners and manufacturing
industries aware of the potential affect CROMERRR may have not only on
EH&S record keeping and but also business practices in general.
It is our intention to keep you posted to any future updates
to this Rules and to that end you may be asked for help by making
your opinions known.

Industry Groups say "lead reporting rule unfair", want more time for compliance.
The National Association of Manufacturers is joining with a lengthy
list of other manufacturing associations to try to persuade EPA to
delay implementing its new lead reporting requirement by one year:

Published under the Toxics Release Inventory Program, the new rule
lowered the reporting level for lead and lead compounds from 25,000
pounds per year for facilities that manufacture lead and 10,000
pounds per year for facilities that use lead in their manufacturing
process, to just 100 pounds per year for all facilities. The groups
are arguing that the July 1, 2002 due date for 2001 data is unfair,
because EPA didn't make a decision about the rule until April of
2001--four months into the 2001 reporting period.

Inc. announced that it's FacTS™ software has
been again selected by General Motors
Corporation to continue to provide a centralized EH&S
Data Management capability for the Worldwide
Facilities Group, Environmental Services. The
Worldwide Facilities Group (WFG) is implementing new procedures and business processes to improve the
productivity, efficiency, and quality of its
Environmental Management System and evolve it in
a direction that addresses the regulatory
climate and economic conditions currently faced
by the corporation and its suppliers. Important
components of this activity are common
approaches to data collection and management,
and regulatory and ad hoc reporting.
This system approach is designed to
ultimately provide the data management
capabilities worldwide to help GM commonize
systems and streamline activities,
with a goal of achieving
world-class environmental performance. As a
result of the work performed under this
contract, the overall effort and cost in these
areas have been significantly reduced. Quantum
has delivered world-class information systems
and services based on a foundation and knowledge
of environmental requirements and environmental
business management.
The contract covers the next five years and
is a continuation of the present
four-year contract that ran through 2001. The
scope of the contract includes all of
GM's North American Operations.
GM is a global organization with nearly
386,000 employees conducting automotive and
other manufacturing operations in 30
countries in the Americas, Europe, and Asia.
GM has established internal objectives for resource
conservation / pollution prevention program
development and environmental performance metrics. A primary
objective is to provide GM with the appropriate
data to identify changes in the process that
will yield a positive environmental and/or
economic benefit. The data required
for regulatory reporting are a subset of the
data required by GM to truly manage all of the
manufacturing process byproducts.
